The interviewees were the human resources and educational training scholars and the professional training managers in domestic enterprises. Initially, questionnaires using in Delphi technique were referred to relevant studies, and after three rounds surveys, statistical analyses, and qualitative recommendations, the indications of professional competence for enterprise training manager were constructed. Based on the surveys, the duties of enterprise training managers comprised 13 important and feasible indicators, which were affiliated with 5 structures. Moreover, the professional competence of enterprise training manager comprised 23 important and feasible indictors, which were affiliated with 5 structures. As the results, the recommendations could be referred to the enterprises for recruiting training managers and be the references for the subsequent research.
