JSA Food Bank is the first community food bank in Taiwan introducing community coins point system combined with community service time bank to provide the service innovation platform to offer food bank and other related services. Fifty three years ago, JSA public housing was the first public housing community established by Taiwan government. At that time, the spiral staircase and central trash collection system were the idol model for public housing. However, overtimes, JSA housing has become the most poverty stricken area in Taipei city. This community has the reputation of the most impoverish area in Taipei. It has excessive of poor, old and new immigrants which leads to sanitation, health and vulnerability issues. In December 2013, JSA Food Bank established its guideline based on the experience of other food banks around the world. Its mission statement is “to take care the disadvantaged population, to provide community assistance, to maintain self-sufficient system”. JSA Food bank provides service to deprived group including low income, disabled and other vulnerable population. The system created a system of “community coins” which assigns baseline coins point based on income level and also allow people to earn more coins by participating community service. The community coins then can be used to exchange for food or other supplies at JSA Food Bank. All member in this community is encouraged to participate. JSA public housing community has grown from an aging housing project to a community with a service innovation system which provides multiple layers of services. The system also promotes positive socialization among community members. The triumph of its system has made JSA Food Bank the exemplar of self-sufficient community services. There are many government agencies, other local organizations and even international organizations which are interested in this business operation model. By participating the actual operation and by interviewing key personnel, this paper analyzed the main business structure of the food bank. There are three main focus of this study: 1) The key success factors for its service innovation in combing different resources to provide food bank service, 2) The business plan in operation along with strategic planning and also examination the issues or problem arisen with this model, 3) The path way of staring from Food Bank to community service innovation and finally to its mutual symbiosis business model which will serve as a self-reliance model for other community. During the participation and investigation process, this paper discovered there are three main forces that help propel JSA Food Bank to its successful path, the governmental official policy support, private business investment and their alternative collaboration, the interaction among community member and their unrelenting service amplitude. Its business model contains the following elements which are crucial in making its operation successful, 1) evolutional membership that instill pride for its member, 2) computerized material management system, 3) Incorporation of professional management personnel, 4) active public promotion and offering work study program to social worker students, 5) provided consultation to other community organization and 6) Inviting community member’s input and incentive for participating. Following the philosophy and vision of the founder and leader for this community, Mr. Fan He-sheng, to provide a self-sufficient, community operated, service innovation business model. It is the hope that this article can illustrate the key success factors of JSA Food Bank by sharing working experience, discussion and analysis.
