To self-designed questionnaire as a research tool to investigate for this study. This study participant is based on the elementary schools track and field athletics teams in New Taipei City in 107 year. By random sampling, a total of 550 questionnaires were sent out, 24 were invalid and 526 were valid. The data was analyzed by using SPSS 20.0 with descriptive statistics, independent sample t test, the one way ANOVA with independent measures, LSD comparison method, the one way ANOVA with repeated measures. Research shows: 1) Participation motivation ranking is "achievement needs" the most attention, followed by "sports fun" and "training situation", furthermore, "interpersonal relationship", finally, "social support". 2) There are significant differences in motivational factors in the different sexes, the different grades, the different ages of enrollment, the different best grades, and the different training hours per week. 3) There are four factors about constraint. The importance in the order is “Academic restrictions”, “External environment”, “competency assessment” and “Important others”. 4) The results of the variance analysis in ages of enrollment and best performance showed that there were significant differences for all factors of constraints. 5) The overall participation motivation and the overall constraints were shown to be negative correlated with one another. The correlation is weak correlation.
