According to the Ministry of Interior, by the end of 2017 the elderly population in Taiwan has exceed to 3,268,000 people, which is around 13.8% of the national population, and by 2025, elderly population will reach over 20%. Due to the fact that majority of the elderlies or physically disabled personnel in the facilities are physically inconvenience, the need for other’s assistance and evacuate assistive devices at long-term caretaking facilities increased. Therefore the care and safety issue of elderlies and evacuated vulnerable became an important topic of public concern. In 2016 July a fire break out at Le Huo elderly care center located at Zhongzheng Road, Xindian District, New Taipei City causing 6 death and 28 injuries. This incident highlighted the likelihood of elderly welfare institutions and nursing institutions facing serious casualties in the event of a disaster; therefore, how to carry out evacuation strategy becomes an important matter. This research will focus on the evacuation of elderly welfare institutions, and stimulate safety evacuation contingency plan in the case of an emergency. We will also take in account of different situations such as morning, night and the closed staircase. Using Pathfinder, an agent based evacuation stimulation software, we will examine in the case of a fire how the speed of evacuation and various dangerous situations will affect the evacuation, and through reviewing the hardware and software, how to improve the evacuation process of related personnel.
