Most of the volunteers were in the ranks of the volunteers. After serving in the service period, they chose to retire, resulting in the loss of talents, which seriously affected the maintenance of the grassroots shore patrol force. This study uses the hierarchical analysis method and the modified Defi method questionnaire survey to explore the key factors for the retention of volunteers through the military officers who have a certain number of years of service in the military service. Firstly, through the discussion of various related literatures, the factors affecting retention are initially drawn up. Through the revision of the experts, the factors of 14 items were summarized, and the analysis of the key factors for the retention of the strategizing method was used. It was found that the factors affecting the first three considerations of the volunteers of the sea patrol department were "retirement support for life" and " The Force Management Culture and the "Military Welfare" are used as a reference for the Marine Guard. Keywords:Volunteerism, willingness to stay, hierarchical analysis, and modified Defifa.
