The increase in demand for high-tech and professional manpower has made the entire recruitment system a trend. It has become an important issue for the national army that how to improve the willingness to stay and retain talent that have been training qualified. Improveing the willingness to stay can reduce the cost of repeating personnel training and maintain military combat power. The national defense policy only promotes recruitment now but no attention to improveing the willingness to stay so it worths discussing those important factors. This study combines the current state of the national army policy and the operation of the troops worth discussing salary welfare and career planning make the most important factors affecting the willingness to stay.We should pay more attention to it that leaving more talents in the army. According to the results of this study that we make two suggestions in improveing salary and welfare and assisting in career planning to provide military reference for leaving more talents in the army.
