After continuous revision and evolution, the Emergency Management Information Cloud was officially launched in 2016. The new system needs continuous amendments to meet user needs and system supply at the same time. This study hopes to grasp the direction of system correction and shorten the development of the system to meet the disaster prevention needs by analyzing the user's behavioral intention. This research adopted the revised UTAUT model by the characteristics of the Emergency Management Information Cloud to discuss behavioral intention with the service personnel in the Yunlin County disaster response system. In this study, 181 usable respondents were collected by online questionnaire survey, and structural equation modeling and regression analysis were performed with SPSS 22 and AMOS 22 statistical software. The results are as follows: 1.” Performance expectancy”, “Effort Expectancy”, “Social Influence”, and “Facilitating Conditions”have significant positive influences on “Behavioral Intentions”. 2.The moderator analysis indicates that the external variables” Performance expectancy” and “Effort Expectancy” affecting the internal variable “Behavioral Intentions” are modified by the “Age” moderator. 3.The moderator analysis indicates that the external variables” Facilitating Conditions” affecting the internal variable “Behavioral Intentions” are modified by the “Gender” and “Experience” moderator. The results of this research can help understand the behavioral intentions of the Emergency Management Information Cloud users at this stage, explore the meaning of the representative and proposes systematic amendments and provide references for the relevant government authorities and the planning system revision policy.
