The development of the community becomes a topic and gathers more attention as time being, but the population structure of the community is changing by the tendency of economics, which points out the issue of the aging phenomena and unbalanced human resources. The relationships usually involve elements of economics, politics, cultures, and populations. Each element above takes its role in inner community’s operating, by overcoming the differences and communicates to build up kinds of communities. With the community’s demographics, this research linked it with community’s culture and economy, as the education popularize, the youth would choose to work and develop in the city because of the trends and expect by family and society, which cause an imbalance of urban and rural areas. As the unbalancing ratio increased, the lack of community’s talents might affect local area’s development.
After the researcher participated 「Global Service Team」 and 「Camphor Shuchojo’ in Chichi」’s educational volunteering services, the researcher observed the potential of talents training, which could influence area development. The differences between 2 services were implementation planning and continuation of human resources; from here, sets residential service teams as the research object, which provides educating and talents training mainly, learn their experience of operating by deep interlocution, and reorganize to provide references for the community’s talents training service provider in future.
The results of the research analysis:
1.Residental operating conduce the communication between service team and community, also ease the obstacle in operating progress.
2.Combines education and activity would make community’s culture inheriting and practicing.
3.Facilitate the economics to provide more jobs in the community, encourage the youth willing to come back and also strengthen the community development.
4.By handling the talents resources and local culture within the community will increase its sustainability.
By analyzing the research, designing the strategy of combining human resources and educating, could lead the community to conduct and discuss, makes the human resource more practicable.
