Through the qualitative research interview method,we have a thorough understanding of the problems and suggestions. According to the results of the study, the conclusions and suggestions are given and the reference of the government, educational institutions and kindergartens implementing the theme teaching is provided. The study found that the public kindergarten education personnel faced many problems in the implementation of the subject teaching, which led to difficulties in the theme teaching, which included preschool education policy, school / kindergarten system, teacher training , environmental equipment and community resources, parents and young children influence, and personal factors. In general, the educational personnel face the six major problems such as : (1) The policy is inconsistent with the demand, the preschool education funds are insufficient, the employment system is not appropriate. (2) Teachers serve concurrently as administrators of school affairs and teaching autonomy is limited. (3) Professional consulting platform, practical courses and systematic refresher courses are insufficient. (4) equipment, resources , and spaces are old and inadequate. (5) Parents' intervention and a number of children in class are excessive. Exceptional students increase. (6) Payment is unequal pay for equal work. Professional knowledge and experience are insufficient. Physical and mental health are affected. Cooperative phenomena have obstacles . In response to these six major issues, the educational personnel puts forward a number of recommendations as follows: (1) Meet demand for policy formulation. (2) Increase the proportion of kindergarten education funds (3)Improve the employment system. (4) Clarify administrative division of labor (5) Provide the professional advisory platform. (6) Integrate practical courses. (7) Increase equipment and resources. (8) Reduce the number of children in class. (9) Increase the professional care of special students (10) Work attitude must be positive and adjust themselves and so on. In view of the above data analysis results, this research puts forward several suggestions : (1) The administrative personnel should study the specialized course. (2) The government should actively examine the kindergarten construction and the environment equipment and give reasonable funds for the construction of additional repairs. (3)Teacher courses can be used " the theme teaching" mode to plan. (4) The counties and municipalities should establish a teaching resource sharing platform at all levels of schools. (5) Study courses should be systematized. (5) Improve the proportion of formal teachers in kindergartens. (6) The old administrative system should be deleted. (7) The administrative work and teaching need to be differentiated. (8) The teachers establish sharing platform of teaching resources and so on in order to improve the current problems in the implementation of the theme teaching in public kindergartens.
