Taiwan as an aged country, took merely 8 years to transform to super-aged country, which was shorter than the average time. As a result, the effect of ageing in Taiwan is much more severe. It has become Taiwan’s main concern of how to adapt to the population structure change, and ensure the rights of people from all ages who are able and willing to work, with their daily needs contented and promoting the quality of life. This study adopted the Cross-country Comparison research to investigate Taiwan’s current challenges. Based on the perspectives of active ageing and intergenerational cooperation, this research attempts to found the trends between the population structure and the labor market. Hence collecting and analyze literature of laws, acts, and policy of elderly employment promotion. In addition, this thesis compared Taiwan to Japan, Korea and Singapore, on subject of the act of employment promotion of the elderly, legislative background and thus to shed light on the employment status of elderly. In the end, this thesis will propose a workable solution by Analyzing and comparing the employee promote policy of Taiwan, Japan, South Korea and Singapore, like Prohibition of age discrimination, elderly poverty, and diversified employment creation. This research attempts to observe whether employee promote focus on the Legislative purposes and try to give advices for improving the inadequacies of the act of elderly employment promote.
