Drug addicts have always existed at the bottom of society and have been labeled as “criminal”. Drug addicts finally are treated as “inmates” who are mentally ill after the “Narcotics Hazard Prevention Act” had came into force. The future treatment for addition would prefer to define drug addicts as “patient” instead. After all, treating drug addiction is more like the process of treating chronic diseases. In the past, once drug addicts were arrested for drug offence, put them in prison was the only option. So-called observation detention, compulsory drug abstention and deferred prosecution systems came out after the anti-drug policy became more humanized. This research aimed to understand the various difficulties that may be faced during the process of using the resources to help drug addicts return to society by interviewing each government department, non-government organizations and enterprises in Tainan city. This research total interviewed 8 specialist and employers from different categories, include doctor of hospital, social worker of hospital, social worker from social affairs bureau, employment counselor, case manager from drug abuse prevention center, priest from halfway house, employer of enterprises, director of ex-offender association… etc. To understand the difficulties that professional from each field be faced with during the process of helping drug addicts by interviewing and discusses how to help they reintegration by overcome difficulties. This research is a reference for drug addicts success rehabilitation related policy in the future. Base on the finding of this research there are several current situations worth to discussion. Including it is obvious shortage of drug prevention information for public, weak family support system for drug addicts, difficulties in job hunting for drug addicts, medical deferred prosecution system is like a double-sided blade to drug addicts, negative friend circle will affect drug addicts continue to use drug or not, establishment of halfway house facing multiple challenges… etc. Therefore, the researcher suggest that by changing the form of community propaganda, strengthening the family support system of drug addicts, increase employment opportunities for drug addicts, prison rehabilitation program should linking to social resource, changing medical treatment and founding drug addiction halfway house related resources… etc. as the direction for the government present anti-drug policy making.
