Action research was exploited in this study. This study implemented the beginner version of TBI by Willis(1996) and vocabulary learning strategy, such as keyword method, total physical response, phonics and so on. The pretest was conducted before the instruction, and two four graders was picked up as the participants of the action research. The TBI teaching program of English vocabulary was devided into two phases. The first phase of the teaching program was from October 29th to November 20th , 2018, and the second phase of the teaching program, modified according to the results of the first phase, was from December 3rd to Dember 25th ,2018. Each class lasted 40 minutes and there were 2 periods per week in each phase.The results of this study are as follows: 1. Difficulties of English vocabulary learning: a.retrievel failure and confusion of meaning in spoken form vocabulary;b.retrievel failure and confusion of sounds in spoken form vocabulary;c.retrievel failure of meaning and sound in written form vocabulary. 2.Development of the TBI program of English vocabulary: implementing a. the beginner version of TBI by Willis(1996);and b.vocabulary learning strategy. 3.Process of the TBI program of English vocabulary: a. TBI can foster English vocabulary learning and motivation;b.vocabulary learning strategy can foster learning, and cause the confusion as well;c.spelling ability may influence vocabulary learning;d. similar word form and sound still cause the confusion. 4.Effectiveness of the TBI program of English vocabulary: a.two fourth graders make big progress in spoken form vocabulary;b.and still rooms for improvement in written form vocabulary 5.Reflection of the TBI program of English vocabulary: researcher find the methods to develop teaching program before the action research, explore the process and modify into second phase during the action research, and try to modify something learned in the teaching program to help other students after the action research.
