碩士 === 國立中正大學 === 勞工關係學系碩士在職專班 === 107 === Announced by Taiwan Ministry of Labor on Jan 5th 2018 and to be implemented during Jan 1st 2019 ~ Dec 31st 2020, “Employers should provide health examination for labors who work on regular night shifts”. The announcement based on relevant researches made by Institute of Labor, Occupational Safety and Health reveals that long term working during night time will possibly impact labors’ mental and physical health. Therefore employers are requested to provide two-year period health examination to labors to strengthen and protect their health condition, and so as to build up domestic data as a reference for employee’s health preservation policy in the future, according to implementation rules 27.2.3 of Occupational Safety and Health law 20.1.3 that focuses on high risk group of occupational disease. Through related literature collections and in-depth interviews, analytic conclusion is as follows. (1)Most enterprises implemented labor health examination under the law and some bigger scales even did it better and more frequently. (2)Minor threat or even no threat had happened to enterprises by implementing labor health examination due to its low expense. (3)On overloading (overwork) disease preservation aspect, thorough tracking and management are difficult to be accomplished in small scale enterprise due to less employees, acknowledgement and ability, while in bigger scales not only the owners but also the labors show lower cooperation intension or even refuse to do it especially when high risk group labors’ job content or shifts adjusted. (4) The key relevance between health exam lists and overwork disease preservation is due to professional personnel’s assistance who judges the health exam result, and the close connection among job time, content, history, circumstance and shift taking. (5) Overwork disease that caused by bad quality sleep and work is possibly due to irregular shift taking. Epidemiology empirical research indicates the close relationship in between shift taking, night shift and long time working and many diseases such as myocardial infartion, hypertension, diabetes, obesity, musculoskeletal disorders, sleep disorder, melancholia, fatigue and variety of disease risks.
