The ground anchor engineering which involves geological, technical, process and material technologies is a complicated technology. Composite ground anchors consist of parts that placed in the stratum which characteristics usually are not well known, in result, anchorage efficiency is easily affected or sometimes failed. Many catastrophic slope sliding accidents happened in Taiwan in the past few years, the investigation indicated that these accidents were all related to the ground anchors malfunction. Though the ground anchor technology is greatly useful to slope stabilization, to ensure its designed efficiency, a stringent construction quality control is crucial. This study is focused on the traditional friction ground anchors and to discuss the relationships between the ground anchor’s performance and the qualities of its material property, component assembly, and construction process, respectively. In this study, the impacts due to quality issues on ground anchors performance were analyzed, and the quality issues related to the ground anchors to be focused on were also characterized, as shown in “the construction work point summary table”, “the construction and material quality demand summary table”, and “the ground anchor construction personnel operation control check form”, and discussed. A high quality ground anchor comes from a dedicated construction process, the degree of each construction worker’s professional training is closely related to the construction quality as well as the ground anchor’s performance. In reality, the quality control on ground anchor construction works is mainly relied on the self-checking conducted by construction engineers and the limited auditing carried out by supervision engineers. It should be noted that the first line construction workers are responsible conducting all construction works, and yet involved in the quality control management system, this is the weakness of the construction quality management system. In this paper, factors that affect ground anchor quality were studied and summarized. To ensure both the pre-construction technical lecture and a quality control check-list will be performed prior to each time conducting construction works, a simulation study applying the “ground anchor construction personnel operation control inspection form” has successfully developed a standard procedure which could integrate the first-line operators to the self-quality management system. The result of a case study which interviewed workers on designed questionnaire has indicated that to obtain good quality ground anchors, in addition to a well-designed management system, it is more important to have knowledgeable and well trained construction workers. Prior to the ground anchor construction works, conducting both pre-construction technical lectures and quality control check-lists could improve the understanding on the process works as well as the quality standards of all construction, management, and supervision personnels, and greatly improve the ground anchors construction management efficiency.
