This thesis aims to explore the frame, connotation and current running status of New Taipei City Teacher’s Union (NTPTU), evaluate its organizational effectiveness and put forward suggestion on the union’s future development based on the study result. The research methods of this study include in-depth interview method, literature analysis method and participation observation method. There are 15 interviewees in total, who are supervisors, union affair leaders, branch union chairman, grassroots members and past members of the NTPTU. The main findings of this study include: I.In the aspect of organizational connotation, it’s found that the social views and the views of most teachers on teacher’s role and organization position varies drastically; coupled with competition among many union, the combination of the two causes a division in the unity of teacher unions in New Taipei City. II.In the aspect of organizational operations, it’s found that in the case of the operating mode of combining two unions -- New Taipei City Teachers’ Association and New Taipei City Teacher’s Union are applied, the quantity of members is key to smooth operation of the union. III.In the aspect of organizational efficiency, findings are (i) Rational Organizational Perspective: group agreement are where the teacher’s union differ from other organizations. (ii) Open System Perspective: standing on a balanced point regarding relation with the outside world; but when facing topics like social changes, it would be better to widely solicit the ideas of the grassroots members. (iii)Organizational Internal Process Perspective: the union leaders are doing the job they are good at and are willing to help each other, but the scope of services is wide and the challenges are constant. (iv) Human Relations Perspective: There is a cognition discrepancy between the core of the organization and the teachers at the grassroots level. IV. Systematic management & diversified management is the long-term strategy for the running of New Taipei City Teacher’s Union. Through systematic management, the organization will not undergo tremendous changes due to personnel change; Through diversified management, the adaptability and survival power can be stronger. Finally, based on the research findings, relevant recommendations are made for the teacher’s unions and future research.
