The thesis is to reflect on Act of Gender Equality in Employment for defects in enforcement through dealing with challenges that female personnel in combat units of ROCA (Republic of China Army) confront and to see whether there is room for improvement. The aims of the thesis are to understand their current working conditions, feelings and expectations of gender equality, then discuss the situation and difficulties of the implementation of “Act of Gender Equality in Employment” in combat units, and finally compare the gap between the real situation of enforcement and the expectations from military personnel, analyzing the causes and offering pertinent suggestions for amending the act. Based on responsive policy evaluation theory, the research is conducted on 10 personnel in combat units of ROCA, including both genders, with document analysis and in-depth interviews. The findings are as follows: 1.Focusing on military gender rules and sexual harassment prevention, the education of gender equality overemphasizes gender differences, easily tending to result in a gender gap and causing misunderstandings as well. 2.Considering society’s gender expectations and our traditional values that women should be protected and be treated in a gentleman-like manner, the leadership’s administration varies from gender to gender, contributing to a backlash among soldiers. 3.Due to the stereotype of women, they are considered feminine and dependent, reflecting on their attitudes toward work. The gender advantage of women affects the interaction between both sexes in the workplace and even manipulates the attitudes and methods of the leadership. 4.Sexual harassment interventions: Some interviewees think most of the leadership feel the same way that “Everything women lose, men gain.” Therefore, male soldiers are vulnerable under this circumstance. Once women claim to be victims, men undoubtedly bear the title of inflictors no matter it is right or wrong. 5.Taking gender mainstreaming seriously: The way the military promotes the gender mainstream policy adheres to the following two principles- “Don’t break military gender rules.” and “Don’t trouble the leadership with love affairs.” all along. However, it involves everything in the system from gender management and distribution, space design and planning to even individual's prospect and cognition of gender, not just limiting to work division, sexual harassments, and women’s marriage and parenting. Therefore, it is relevant to everyone. Based on the above-mentioned findings, the research provides some suggestions about the relevant policies in hopes of achieving gender equality in the military one day
