By the end of April 2019, a total of more than 1.76 million people had entered Taiwan, Penghu, Kinmen, and Matsu. The number of applicants from mainland China and the actual number who came into Taiwan for professional exchanges over the years, reached a peak in 2015, with 195,427 and 174,380 respectively, but then declined sharply. By 2018, the number of applicants was 116,480, and the number of inbound professionals was 105,230, showing a downward trend. The policy of Cross-strait Professional Exchanges between Taiwan and Mainland China based on "Exchanges" of which professional experts who interaction between the two sides is the main purpose, the number of inbound professionals should be an indicator for judging whether the policy is implemented smoothly. Therefore, there are three purposes for this study, namely: 1.Understand the current state of operation of Cross-strait Professional Exchanges between Taiwan and Mainland China. 2. Based on the "the Policy Implementation Framework (PIF)" of Sabatier & Mazmanian, to explore the difficulties/dilemma in policy implementation on Cross-strait Professional Exchanges between Taiwan and Mainland China.3. Make recommendations on the implementation of policies as a reference for future Cross-strait Professional Exchanges' policy planning. The research methods of this study are based on the documentary analysis and the in-depth interviews. Not only refer to the literature on policy implementation, but also to the relevant documents of Cross-strait Professional Exchanges between Taiwan and Mainland China, and also expert-interviews were conducted, the interviewee were application review staff, executives staff, violation investigator, and related supervisors. Based on research findings, provide research recommendations as follows: 1. All types of application for Cross-strait Professional Exchanges between Taiwan and Mainland China and validity period and duration of stay in Taiwan should be re-examined to meet policy objectives. 2. Add an office to confirm the authenticity of the documents in the mainland China and soothing the pressure of reviewing documents. 3. The management of trainees entering and staying in Taiwan should be different from other professionals. 4. The definition of the itinerary change is unclear, the mechanism is too rigid, and it is recommended to relax the itinerary change reporting requirements. 5. Reinstate the inviting unit qualification threshold, reduce the chaos of applying for the establishment of a unit in order to invite professionals from the other side of the strait to come to Taiwan, and adjust the means of managing the invitation unit. If the follow-up researchers take the plight of professional exchange policy on mainland China as the research topic, this study suggests that if the application process is still based on the Taiwanese the invitation unit, it can directly understand the difficulties and needs of the target group in the process of applying for the professional exchanges between the people from the mainland. 黃國敏 2019 學位論文 ; thesis 146 zh-TW
