Their main objective is to activate teaching and to fulfill the goal of adaptive teaching and talent development of the new curriculum guideline in the school year of 2019. Under the global competition of knowledge and economy, Taiwan’s Higher Education has faced various challenges within the campus. Examples are low birth rate impact, declining new student numbers, and new records of the lowest enrollment rates. Out of the campus, it has also faced severe competitions with other universities of the same level. Under the above inner and outer pressures, a key for higher education to continuous enhancement is to promote its competitiveness via operation and continuous development of administrative affairs of schools. This study thus examines administrative affairs of schools, with a particular focus on student enrollment. The data analyzed were collected from Chung Hua University’s Star Plan admission list during 2016 to 2019 school years for 340 senior high schools in Taiwan. This study explored the change of admission rates of each senior high school in recent four years. The link between senior high schools and universities for student geographic sources was observed. The enrollment policies were also inspected. Literature analysis and qualitative in-depth interview methods were adopted to investigate the effectiveness of the strategies used in the students’ Happy Project of Star Plan. The result of this study can provide insight for education authorities and universities concerning the formulation of enrollment policies and the promotion of quality management of administrative affairs.
