According to the empirical analysis, the average technical efficiency (TE) of the overall branch operation efficiency is 0.761 and the TE average of the profitability efficiency is 0.634. Firstly, in terms of returns to scale, the percentage of the mixed inefficiency, branchs is 80% and 77.5 % for each stage respectively. Secondly, the average two-stage productivity (MPI) from 2015 to 2018 is 0.961 and 0.939 respectively, indicating that productivity is showing a decline. Finally, in terms of the business model, at the first stage the branches belonging to high-efficiency operation and high-productivity is accounted for only 7.5%; the branches with the low-operation operation efficiency and the low-productivity are the most, accounted for 56.67%; at the second stage the branches belonging to a high-profit-efficient and high-productivity is accounted for only 5.83%; the branches with low profitability and low productivity are the most, accounted for 61.67%.
