Through investigating and analyzing the work content of a CPS and followed by a literature review and a 360-degree feedback assessment, a preliminary conclusion was established for the core aspects and indicators of the work of a CPS, which consist of 5 aspects and 21 indicators as follows: (1) Law Enforcing knowledge: familiarizing with legal knowledge, utilizing information technology, administering affairs in accordance with laws, and acquiring new knowledge and the latest innovations (2) Interpersonal Communications: having good interpersonal relationship, having good attitude while providing services, being caring and sympathetic and being able to communicate and coordinate. (3) Internal Affairs Management: being able to counsel and inspire, being able to maintain discipline in a group, being able to educate and provide training, being able to make plans, execute plans, delegate and be familiar with on-duty security measures. (4) Risk Management and Response: having the awareness to identify risks, being able to respond to emergencies, being able to analyze problems while making correct and resolute decisions in order to resolve these problems (5) self-discipline and Leadership: being able to uphold integrity, honesty and fairness, being able to serve as an example and have the courage to take on responsibilities, being proactive and being able to control emotions. Consistent Fuzzy Preference Relation (CFPR) method was employed to make an evaluation of the relative weight among the CPS’s core aspect of work competency and their indicators. It was followed by interviews, the conclusion of which indicates that the 7 key areas of the work of a CPS are as follows: managing internal affairs, planning and executing field and desk duties, preventing police corruption, managing and responding to risks, being able to gain up-to-date information concerning overall situations within a jurisdiction, giving a brief to officers before they perform general duties or specific operations, and observing and responding to public opinion and media coverage. The factors that determine the success of a CPS were identified as well as the selective procedure and its evaluation sheet were formulated through Critical Incidents Technique (CIT) and interviews. All in all, a number of conclusions and suggestions were made by this empirical research in order to serve as a reference for police institutions to select their CPS. The conclusions are summarized as follows: 1.There are 7 key areas of work of a CPS, including managing internal affairs. 2.There are the 5 core aspects and 21 indicators of the work of a CPS. 3.“Self-discipline and Leadership” has the most significant weight among the core aspects and indicators of the work of a CPS. 4.“Being able to uphold integrity, honesty, and fairness” is the most significant factor to determine the success of a CPS. 5.It is suggested that the selective procedure and its evaluation sheet should be diversified.
