When an organization organizes a plan, it first determines the organization''s goals or directions, and then seeks ways to achieve that goal or direction. In today''s rapidly changing era and environment, policy planning must be flexible, and cooperate with agency management and resource analysis budget. The purpose of this study is to explore new labor laws of One Mandatory Day Off and One Flexible Rest Day in 2016 and 2017. Through the relevant theories of policy planning and interviews with stakeholders, we will analyze the advantages and disadvantages of relevant policy planning in the process of two cases, and provide relevant policies. It is suggested that provide a reference to the follow-up recommendations of the policy and the future government policy planning. This study has three main conclusions: 1. The case of a policy plan, the executive agency is strong, causing controversy! 2. The case of a policy plan is chaotic, the policy makers can''t effectively grasp the specific plan! 3. Greatly restrict the participation of interested parties. Although the policy makers can control the variables, it also causes the final plan to form a consensus. The author also uses these three conclusions to make recommendations on the future policy and government agencies.
