The empirical results show that the higher the proportion of medical expenditures to government expenditures, the higher the mortality rate in the county. This conclusion is contrary to the expected result. However, the reason is because the county with insufficient medical resources such as local or outlying islands is more dependent on the assistance of government medical expenditure. Therefore, the higher ratio of medical expenditure does not mean that there are more medical resources. This study uses the number of people serviced by each medical institution to represent the distribution of medical resources in counties. We find that counties with more medical resources have lower mortality rate. Key Words: Medical Expenditure, Mortality, Number of People
