It is already an indispensable item everywhere and in order to make life payments become much convenient and safe. So here comes the action payment and its’system kinds are more than ten kinds of species. We found that almost every kind of transaction in life can be used by action payment. However, compared with the other countries in Asia, the use ratio of electronic payment and mobile payment is obviously low in Taiwan. Exploring the reasons that resulting in low use ratio, we start to use the action payment later than other countries and its’ restriction of the third-party payment method. Even the restrictions have become loosen, people already get used to use their original payment methods. For adapt to the trend of financial technology development and cooperate with government agency to implement the policy objective in 2025 that promote the action payment’s use ratio to 90%. The cooperation of public-owned bank and financial information Co.,LTD promote the action payment of "Taiwan Pay" and uses the "financial card" as the first payment tool to provide more diversification services. The study intends to reduce the use of the system by investigating the willingness of the people to use the "Taiwan Pay" action when they consume, and to use the technology receiving model to combine the obstacles in the innovation boycott. In addition to exploring the perceived usefulness and perceived ease of use affecting the consumers willingness to use, the study included the use of barriers, value barriers, risk barriers and traditional barriers as adjustments. The results of the above analysis were used as recommendations. "Actions to improve the method of improving future services. The results of the study found that users of the "Taiwan Pay" action payment have positive impact on "perceptional usefulness" or "perceived ease of use" and "willingness to use", and also in their use barriers, risk barriers and traditional barriers. Both have adjustment effects, so whether the re-application on the payment system is limited, easy or complicated, or whether there is a risk of misappropriation, a system or operation error, and a loss, and a life cycle different from the original payment habit or life cycle. The use of less people, etc., will affect their willingness to use, so they can improve the use of these problems by improving and eliminating them.
