Therefore, most foreign workers entering Taiwan’s labor market connect with their employers through intermediaries. In light of this, this study adopted the perspective of improving the brand value and service differentiation of the human resource intermediaries and explored the feasibility of using modernized methods and technological tools to increase the effectiveness of job-matching between foreign workers and employers, as well as the factors influencing such effectiveness and the possible effects that may arise from them. This study intended to identify the points of failure in job-matching through the service blueprint and confirm them through interviews in a qualitative study. After interviewing four respondents and analyzing the results, it was found that the factors influencing the effectiveness of job-matching included an information gap and language barrier. The interviewees also suggested using modern technologies and proposed the idea of building an interactive platform to replace the existing simplistic job-matching method, to enhance the effectiveness of job-matching. The study identified the following factors influencing the effectiveness of job-matching: 1) the language barrier; 2) information asymmetry; 3) insufficient professional competence; and 4) personality traits.
