Immigrants can fall category into tourists, dependents of his or her relatives, businessmen, professionals, and so forth. Among immigrants of different kinds, NIA puts the most administrative work on dealing with an application case for being a dependent of his or her relatives. Currently the local NIA’s service center receives an application case of a mainland china spouse in Taiwan, and transfers it to the local NIA’s special brigade for investigation. The officer of the local NIA’s special brigade will make a site visit based on the registered address of an applicant, and then complete a visitation record form. The receiving service center will issue a resident certificate accordingly. Nevertheless, the present way NIA adopts is that an officer of the local NIA’s special brigade takes a note on the site, and complete a visitation record form when back to the unit. The problem is twofold. One is that finishing a visitation record form takes much time. The other is that anyone who makes a visitation record may have different viewpoints, which is difficult for its receiving service center to decide if the case ought to pass and issue a resident certificate. This research deliberates over how to standardize the aforementioned visitation case of a dependent through the electronic database, over how to simplify the present procedure every local NIA’s special brigade spends on the completion of a visitation record form through Google coordinated platform, over how to systemize the investigation directions from the previously cumulated visitation records to make it convenient for receiving service center to decide if the case ought to pass and issue a resident certificate, and over how to promote the administrative efficiency. This research adopts qualitative methods to analyze how to write a visitation record form. The methods include experts’ in-depth talks, the systematic design and the framework. The idea of the systematic need comes after experts’ in-depth talks. The system is designed and goes into trials. Related data from what interviewees offer are discussed. The conclusion makes possible not only the systematic visitation case of mainland china spouse in Taiwan through Google coordinated platform but also the purpose for elevation of the administrative efficiency.
