Cutting tools are hand-made saw blade and posi-tioning fixture are simple type, which would result in rough cutting precision and low yield rate with defective products. In addition, there is no secure structure to protect the operator, all cutting parameters are subjected to the rule of thumb without verifica-tion. Moreover, various operations of the lathe machine can be arbitrarily adjusted with a wide range. Therefore, the main purpose of this research is to improve and establish the standard manufacturing process of cutting smoking tube with quality and safety. In order to conduct the quality standardized firework operations under strict safety conditions, a specific function machine is designed. In the first, test sample was coat-ing a high sensitivity and low harm of celluloid on the paper tube and parametric study of cutting has been conducted. Spindle speeds and feed rates on this special machine to cut the paper tube were investigated, the change of celluloid and the cross-section of the paper tube were observed and parameters for the safest operation, the flattest ma-chined surface and the most satisfied mass production speed had been opti-mized.Special mechanism design and specific material selection were carried out. Ver-tical machining was introduced and the depth of agent and the position of the ma-chined surface were measured. Preliminary report demonstrated that the presented method did not fit for design and inconvenient operation, hence, the special designed machine maintains the original horizontal process. We use an equation to calculate the power of detonation Wave and get on material comparison afterwards. Finally, a 3 mm thickness low carbon steel plate as flame shield works well for operator protection. Parametric optimization study found that the spindle speed had a great influence on the cutting temperature, which result in burning the residual smoking agent. Take into ac-count consideration of safety and quality of production, a single-speed motor should be deigned in this special machine to avoid personnel mistakes, crash production and oth-er factors to change cutting parameters and bring about the dangerous work. Finally, the determined optimized cutting parameters, such as spindle speed 500 rpm, feed rate 500 mm/min have been implemented into the special designed machine and particular settings were adjusted to perform the test cuttings. The flatness of the machined surface and the detected position of the remained smoking agent surface have been carefully measured. The developed procedure has been qualified and met the safety requirements in this research, which is beneficial to the follow-up mass pro-duction.
