The land is legally obtained and used within a reasonable range, such as the plot ratio, the construction rate or the degree of regional greening, which obviously affects the government’s overall governance. In the pursuit of stability and ensuring long-term stability in the society, we should absolutely attach importance to and safeguard the possible consequences of the acquisition of land rights. It is like the earliest concretely formed "average land rights" in the people's livelihood advocated by the founding father, Sun Yat-sen, and the land law is prescribed by the state. Land use law, land acquisition law and land price tax law; privately owned land is reported to the government by the landlord’s valuation, and the state collects taxes on the price and, if necessary, buys it according to the quoted price. Since the quotation, the added value of the land is attributed to the public ("price increase") to prevent the land from being concentrated on a small number of people, thereby promoting the government's effectiveness and thus promoting national competition. Because of the importance of knowing the land return to the public, it is impossible to explore the Jinmen County, the most outpost of the Republic of China. This study attempts to explore the border area (in the case of Kinmen County) by the design and implementation of the "Island Building Regulations". Faced with the network of work pressures, difficulties and their achievements, and explore historical background factors (including the implementation of the battlefield government affairs, military management and the lower Nanyang, etc.) and legal factors (including the three-seven-five rent reduction, the farmer has the field and related The role of law in the degree of implementation. In order to achieve the above objectives, this study takes the research object of Jinmen County land, in addition to filtering relevant legal precedents, guiding the land reform law comparison, etc and gaining more in-depth access to the land users who are paid, unpaid, and familiar with the local law. The law enforcement workers involved in the political situation have a deeper understanding of the relationship between the people and the land through comparative methods such as literature analysis, and provide relevant suggestions and future prospects. The study found that this study made a number of recommendations based on the research conclusions for reference by law enforcement practitioners and academic circles.
