Summary: | 碩士 === 崑山科技大學 === 企業管理研究所 === 107 === At present, the investigators have been under great work pressure, high risk, prevalent overwork, and few merits. Therefore, the willingness of the police to be the investigators is quite low. Another common problem is that the way for detectives or sergeants to promote is limited. Even if the entry level police perform well, they will not be promoted in the end, if they have not completed the promotion courses of Central Police University, therefore, they can only retire in the positions of detectives or sergeants.As a result, building a good promotion system which affects the morale of the staff is an important issue that cannot be avoided.
This study adapts semi-structured in-depth interviews and qualitative Research Method to collect data. After continuous analyzing ,my propositions of increasing promotion opportunities and motivating the police are as follows:(1) The existence of the 10th sequence boosts the morale of the entry level police officers;(2) The assessment of superiors for new investigators should be implemented;(3) The head of the committee holds the power of promotion, yet not be objective;(4) Supervisors lacking of professional promotions affects police team spirits;(5) The Constitutional Court’s ruling for the police joining the third-class national examinations hinders the promotion of the entry level polices;(6) The implement of the pension reform of military personnel, civil servants and teachers.Therefore, there are some suggestions: (1) Implementing professional promotion and adjusting the sequence of detectives; (2) Facilitating the channel of promotion opportunities; (3) Combining the license and adjusting the personnel merits; (4) Striving for funds continuously and promoting diversion of office work and field work; (5) Making good use of science and technology and reshaping the sense of honor of the police.
