The industry has invested a lot in terms of manpower and cost to build digital network systems, to develop digital set-top boxes, and to install these boxes in homes across Taiwan. It was expected that these boxes will bring profits of value-added applications outside the fixed monthly fee to the industry. However, for many years, a value-added application service which can bring significant benefits to the industry has not emerged. Instead, the impacts of digital convergence, network streaming media and illegal Over The Top (OTT) TV have led to a continuous decline in the number of viewers. This study re-established the open operation mode of cable TV, structured the industrial supply chain relationship, analyzed the current positioning and operation directions of the cable TV industry using Michael Porter's Five Forces Model and SWOT (Strengths Weaknesses Opportunities Threats), and gave the definitions to cable TV programs; customer service business; revenue; and networks services. The study also aimed to establish a green innovation operation model for cable TV, starting from green customer service and green network engineering. In terms of green customer service, the study suggests using digital convergence technology to closely integrate with consumers through various transmission media to increase their adhesion, as well as emphasize immediacy and interactivity. In the aspect of green network engineering, the concepts of energy saving and carbon emission reduction are emphasized. After the implementation in the experimental area, in addition to reducing the input cost of network construction, it also achieves the goals of energy saving and carbon emission reduction, and the targets of corporate social responsibility such as environmental protection and sustainable operation.
