Taking Maslows hierarchy of needs as the basis, the study adopted an in-depth interview, and targeted six volunteer officers who served in Coast Patrol Corps subordinated to the Southern Branch, CGA for over three years. The study hopes to find the primary factors that affect the degree of happiness for officers in grass-root units during work as well as the strategy to enhance the intention to stay through the analysis, study, and judgment of the study results, so as to provide reference regarding human affairs policy and organization management and planning to the coast guard department after their organization reformation in May 2018, facilitating the cultivation of fine working environment, promotion, and staff welfare system and allowing talents to stay in the coast guard department. The study found that the degree of happiness is in direct proportion to the intention of stay for volunteer officers in the coast guard department. That is, when the degree of happiness is higher during work in the coast guard department, the intention of stay is higher. The relevant study results are as follow: 1.Amendment on laws and provisions in relation to fishery and ocean conservation, and superiors’ living management policies on grass-root units, and complaints channels are directly correlated to the intention of stay and work for volunteer officers. 2.The organizational type of coast guard basic unit has the pattern of household living, contributing to the improvement regarding the degree of happiness, and in turns increase the possibility for the intention of stay. 3.Salary and leave conditions are better than general occupation in the society; however, there is still room for improvement. 4.Improvement on the evaluation system, work promotion channel, and professional license skills are beneficial for the enhancement on the intention of stay.
