碩士 === 銘傳大學 === 犯罪防治學系兩岸與犯罪防治碩士在職專班 === 107 === In our country, adminstrations who are in charge of investigating maritime import container smuggling are Customs Administration, Coast Guard Administration and National Police Agency. The only police administration that cracks down on maritime import container smuggling is The Third Special Police Corporation. Because of the large amount of daily cargo throughput, the amount of items and in each container is also very huge, in the circumstances of few labor, it is difficult to examine every single import container. The offenders or transnational crime organizations often take advantage of the huge capacity, highly enclosed space and concealment of the contents of containers to smuggle. The items they smuggle could be cash/food crops, weapons, drugs or other illegal goods. For example, carrying illicit cigarettes or wine is aginst Tobacco and Wine Management Act. Carrying Chinese medicinal herbs that are banned from importing or crops that has certain limitations on the amount of importing could harm the balance of the market in our country. Carrying drugs like heroin or Ketamine will deeply endanger the health of citizens and impact the social security. Since our country is the only one in the world that allows the police to take part in investigation of maritime import container smuggling, and The Third Special Police Corporation is the one and only police administration missioned by container examination, it is important to keep contraband under control and ensure they are prevented from smuggling into our country. Therefore, through conducting in-depth interviews, this study aims to offer suggestions under the hardships of lack of labor.
