Research on the Effectiveness of the National Army on Drug Abuse Prevention Strategies

碩士 === 銘傳大學 === 犯罪防治學系兩岸與犯罪防治碩士在職專班 === 107 === In order to fulfill the anti-drug policy, the Ministry of National Defense (MND) revised the "The Armed Forces Framework Plan on Drug Prevention" which is coordinated with the anti-drug policies "Lowering Demand" and "Stopping Supply" that are promoted by Executive Yuan from 2013. Meanwhile, the MND takes the grouping approaches, such as,"Drug Prevention","Drug Refusion","Drug Detoxification" and "Drug Investigation" to conduct this anti-drug mission. In recent years, there are severl drug trafficking and abusing cases which were occurred among those who were serving in the military and that also drew attentions to society, especially, the drug scandal in Taichung Ching Chuan Kang military base in 2017. This article will discuss how government and Armed Forces focusing on dealing with the problem of drug abuses and what is the current situation and course of drug abuses, as well as their preventing strategies. The approach will focuse on six preventing strategies, which are "assessing the behaviors of soldiers","promoting the anti-drug educations","enhancing internal management","conducting urine drug tests","enhancing to seize drug abuse and trafficking" and "fulfilling the supervision and assessment" and Armed Forces will carry these strategies to fight and prevent drug abuse. In order to figure out how effective is that Armed Forces conducts those strategies and how much the soldiers know about drug abuse and how their attitude and behavior will be when they face this problem, I will use surveys to gather the datas. Meanwhile the article will explorate the social demography that is based on people's knowledge, attitude, behavior on the issues when they receive the message of preventing drug abuses then offer a conclusion that Armed Forces can take as a stategy to prevent drug abuse in military. According the result, hope the advises can make certain gains and help the units to achieve the goals such as "preventing drug abuse without leakage","refusing drug abuse in multiple approaches","detoxing drug abuse in professional ways" and "cutting drug supplies and resources" and make the cases of drug abuse disappear in the military.
