Chinese people are willing to travel abroad for more sightseeing budgets to enjoy foreign food and experience local cultural trips. The tourism market is booming, tourists have more choices for information consumption, and the depth of travel itinerary provides another type of tourism. In the decision-making process of arranging and planning in-depth travel itineraries, tour operators often rely on the preferences of their bosses and the ability of business leaders or team leaders to make plans. There is no effective decision-making model for selection. This paper assists the travel industry in the selection of in-depth travel itineraries through fuzzy and multi-criteria decision-making. The study focused on the construction of travel agencies to select the best in-depth travel itinerary, integrated literature and interviews with industry senior executives, and obtained four selection criteria and 11sub-criteria to construct a hierarchical structure. The four criteria were restaurant, transportation, catering, and services. The 11 criteria are the hotel accommodation environment, hotel security, hotel transportation convenience, driver service quality, safe and comfortable vehicles, flavor cuisine, restaurant hygiene, team leader service quality, tour guide professionalism, tourism information integrity, travel agency Reputation, the final level of integration of the comprehensive evaluation of the program. In the empirical analysis section, the application of fuzzy multi-criteria decision-making helps the case companies to select the best in-depth travel tour.
