However, with her booming business, it is world widely criticized and discussed about the conflict against current taxi-related regulations accompanied with her business operation. This research thereby tries to clarify such conflicts and study how the government reacts in terms of policy making and legislation in both Taiwan and Mainland China. According to the study, regardless of the policy and legislation that Mainland China have made to open the passenger market to private cars, it is not suitable for Taiwan to make the same decision for the reasons of different scale and capacity of passenger transportation market and regional limitation in Taiwan. Nevertheless, a policy to encourage carpool for private cars in Taiwan considered ideal, whereas we are lack of related norms for private cars’ carpool or such matching services through a platform. Therefore, this study suggests putting efforts in the administration of safety, fare rate, and privacy protection towards private cars for efficient utilization of them resided in our society. By comparing with the platform-based statute in passenger transportation in Mainland China, our policy and regulation in multi-taxi program is less perfection for the lake of administration in platforms, floating fare rate, and liability insurance on behalf of passengers.
