碩士 === 國立政治大學 === 國家發展研究所 === 107 === It is found that the children those attending Hsu-Tso elementary school, which located near the No.6 Naphtha Cracking Complex, have detectable urinary TdGA. Since TdGA is the main metabolite of VCM detected in human urine, the children those attending Hsu-Tso elementary school face the problem of relocation. There were schoolchildren who were forced to relocate, parents who fight for schoolchildren's right to education, and social groups that care about the health risks in this case. Each of the actors had different risk perception regarding whether there was any real pollution and hold scientific data as the basis for its argument. However, there is uncertainty in science, and the research reports conducted by different experts also have different results, which has led to the argument that whether the No.6 Naphtha Cracking Complex really brings about pollution or not. Therefore, the main issue of the study is how the knowledge of risk be produced and applied. And how the risk communication works. This study believes that the expertise of risk assessors, the way of risk communication, and the relationship between those who produce risk and those who take risk might affect and construct the perception of the risk taker.
