Summary:碩士 === 國立中興大學 === 國家政策與公共事務研究所 === 107 === The main purpose of this study is to explore the influential factors of Welfare Community Plan implement in Beitun district, Taichung City. Using the perspective of collaborative relationship to explore the influencing factors, including unite efforts, procedure, and the achievement of the plan. Finally, except the findings, the study also provides feasible improvement and the suggestions to interrelated unit for policy drafting and program planning. The study takes the team that participates the Welfare Community Plan as the research object. The methods are literature review, case study and deeply interviews. There are three findings: First of all, forming of the plan and the unite efforts: (1) Institutional design affects community participation in the welfare of the flagship community, (2) leadership and the flagship program have a certain relevance, and (3) chief of village and the chairman of the same person and no campaign opponents are the first choice. Secondly, the procedure: (1)there is the "Line" contact platform open, trusting a virtuous circle, (2)there is a gap in the public perception of commitment, and (3)standard learning, self-development. Thirdly, the result: (1)the revolutionary emotions are condensed, the centripetal force, the community, the team, the energy multiplication, (2)collaborative results loop feedback. Three suggestions: (1) correction of plan extending and write-off system, (2) public-private partnership, mutual success, and successful experience, and (3)senior social workers stationed in community, professionally skilled and stable.
