The aim is to provide integrated long-term care functions which are based on the community and to achieve the goal of local aging services further. This study takes the community integrated care service system in Dahu Village of Miaoli County as a case study. The purpose of this study is to explore the organizational changes regarding the case, the interdependence relationship and the crux of the collaboration between the public and private sectors with the perspective of public and private collaboration. As a result , a solution is attempted to propose, using Thomson and Perry''s five collaboration processes (governance, administration, organizational autonomy, mutuality, trust and reciprocity norms) as research facets. Also,in order to find out the main factors that contribute to the cause and influence of the collaboration process of the case ,it mainly adopts qualitative research method to collect data by means of literature review method and in-depth interview method, analyzing and interpreting relevant data by the qualitative software MAXQDA. Furthermore, conclusions and suggestions are presented. The study is based on qualitative research method and the interviews of the in-depth interviewees, a total of 11 factors affecting the collaboration process were summarized. The research shows that there are seven reasons for the dilemma of the collaboration process affecting the case, they are :(1) Adjustment of the functions of the private sector A-level units. (2) Dispute over the division of labor and role of the public and private sectors.(3) Multiple collaboration dilemmas of private sector C-level units.(4) The instability of the public sector policy affects the collaboration system(5) The collaboration between the public sector and the private sector C-level unit is not equal(6) The write-off of public sector funds is complicated and the allocation is slow(7) The private sector has high priority in terms of operational performance and the concept of heads. According to the research findings, this study proposes the following suggestions:(1)To reassess the functional orientation of the community integrated service center of the A-level unit.(2)To strengthen the educational training of professionals to improve the fairness of assigning cases and service quality (3) Depending on local conditions and diverse services, provide lane long-term care station with local characteristics (4) To extend the annual plan to a three-year plan for reducing the sense of policy instability (5) Lane long-term care station adopts the grading system, which can enrich service capacity depending on grading (6) To review the funding procedures, simplify the procedures of write off and accelerate the allocation (7) To create a sustainable long-term care through unimpeded policy advocacy and effective communication Ching-Heng Pan Yen-Hung Chen 潘競恒 陳衍宏 2019 學位論文 ; thesis 297 zh-TW
