Policy Evaluation of Length of Stay and Expenditure on Inbound Tourists in Taiwan: An Application of Difference-in-Differences Method

碩士 === 國立中興大學 === 應用經濟學系所 === 107 === Based on the original surveys of the "Annual Survey Report on Visitors Expenditure and Trends in Taiwan" from 2001 to 2016, this study evaluated tourism policies of Taiwan "Doubling Tourist Arrivals Plan. (2002-2008)", "Project Vanguard for Excellence in Tourism. (2009-2014) and "Sightseeing Country Action Project. (2015-2018)". After the implementation of the policy, whether the length of stay and the expenditure of different nationalities are effective. Based on the original surveys data, 14 major nationality tourists are divided into treatment group and control group, using the ordinary least squares method (OLS) and the zero-truncated negative binomial model to analyze the average length of stay and expenditure of inbound tourists. To evaluate the treatment group and control group, this study decided to use difference-in-differences method and controlled impact factors of inbound tourists’ expenditure. After "Project Vanguard for Excellence in Tourism. (2009-2014) and "Sightseeing Country Action Project. (2015-2018)", most of the changes in average treatment effect (ATE) have changed from significant positive effects to no significant effects or significant negative effects. Government should focus on the major nationality tourists and improve the quality of hotels and restaurants in future.
