Among them, Anping Port Free Trade Zone has been established for nearly five years since its inauguration in 2014, but its operating performance has not met the anticipation as expected in the beginning. To understand the current situations and problems faced by the Anping Port Free Trade Zone, this study is conducted by semi-structured interviews and analyzed with the aspects of legal affairs, operations, managements and macroeconomics. The conclusions are listed below. 1. The Act for the Establishment and Management of Free Trade Zones has not been thoroughly reviewed for many years, and some of the clauses are out of date. 2. The management of the Anping Port Free Trade Zone lacks of the official communication platform with the local government. 3. The development of the Anping Port Free Trade Zone was affected by insufficient facilities at the Anping Port. 4. The entry expenses of the enterprises are not east to be reduced and the viewpoints between the enterprises and the government vary a lot. 5. The project managers under one-stop window do not have relevant measures, and there is not a stable interdepartmental platform for communications. 6. The customs affairs are related to the professional departments of the customs authority and there are still problems of the regulations. 7. The development of the Anping Port Free Trade Zone is not clearly defined. 8. The benefits of the cross-strait direct sails cannot be effectively implemented in the Anping Port Free Trade Zone, and the political factors potentially influence the development of the entire free trade zone. Based on the previous discussions, this study suggests that the necessity of the Anping Port Free Trade Zone in the future should be reassessed.
