However, the innovation modes in the past rarely discussed how talent can play a role in the process of innovation. Therefore, besides the R＆D and technology investment, this study also take the human resource management as a key innovation investment factor to highlight the important role of talents. In this framework, the paper first explored the evolution of innovation investment of the machine tool industry in Central Taiwan through questionnaire and mosaic plot. Second, we explored the evolution of talents through narrative statistics, and summarized the current human resource strategy of the industry. Third, because the machine tool industry formed a dense outsourcing network in central Taiwan, which let the industry enjoy the advantages of the rapid flow of tacit knowledge, we explored the interaction among the Taiwan's machine tool firms by in-depth interviews and finally sorted out five different kinds of knowledge flow paths.
