From 2016, our government promoted the New Southbound Policy. On one hand, it intends to reduce Taiwan’s excessive economic and trading dependence toward China. On the other hand, our government anticipates to guide Taiwanese enterprises to change their investment into ASEAN, as well as strengthening the virtual trading relationship between Taiwan and ASEAN. Thus, Taiwan is able to expand its visibility in the world and solve the problem of marginal anxiety itself. This study examines the text of the second-generation cultivation programs, and analyzes relevant documents including laws and regulations, journals, conference records, newspapers and magazines in order to explore the implications behind the policy. Therefore, the researcher proposed several issues related to the cultivation programs:1. The second-generation become the created ideal subject; 2.New immigrants and their children become the object of being gazed; 3.Controversy and reverse discrimination caused by excessive resource allocation. By analyzing these issues, the researcher offers three conclusions: 1.The second- generation cultivation programs limited support towards second-generation; 2.The excessive resource allocation of government result in demarcation and reverse discrimination; 3.The entire society has a high degree of high economic value towards the second- generation.
