Therefore, this study develops exact algorithm which makes passengers to change their seats during their trips to fix the off-line railway seats assignment problem. With this algorithm, this study not only maximize the utilization of train’s seats but also minimize the times of seat change. However off-line problem is difficult to use in reality.
