It even stands for the economic and national strength of a country, countries in Europe, America, and Asia countries are aggressively developing the semiconductor industry because of its importance. The Outsourced Semiconductor Assembly and Test (OSAT) manufacturing is positioned in the downstream of semiconductor industry. With the active development of various countries, OSAT industry became increasingly mature and the technology threshold is also getting higher and higher. Although Taiwan’s technology and talents are relatively advanced than China, the “13th Five-Year Plan” and “Made in China 2025” implemented by China government have enabled them to grow rapidly, pushing the semiconductor industry to integrate the alliance in the middle and lower reaches. Or through the acquisition of other foreign factories to expand their production capacity as well as learning of high-end technology. However, this situation is a threat to Taiwan's low-end assembly house indeed. Due to restrictions imposed by laws and regulations between China and Taiwan, the company with key technology can't acquire or get the shareholding of other factories. Therefore, strategic alliances of Taiwan's low-end OSAT factories will be beneficial to prevent the influence on development of the semiconductor industry in China. The strategic alliances can scale up and enhance each other's capabilities in a complementary way to achieve the maximum benefits.
