碩士 === 國立中央大學 === 客家語文暨社會科學學系客家研究碩士在職專班 === 107 === The creation of a festival, in addition to the historical significance it represents, is also rich in the cultural meaning of a group. For a community or place, it can have the energy and possibility to drive development. Since the establishment of The Hakka Affairs Council, it has focused on the establishment of ethnic affairs and ethnic policies, and officially held the 12 featured festivals and events in 2009, promoting the Hakka culture in the local area to become the focus of attention. Since Welcoming the God of Wealth Festival in Longtan inception in 2008, it has been hold for 12 years. It has been involved in a large number of teams and various types of groups, and each group has established mutual trust and interaction. This study is to find out how the social network will be established in a mature festival, and on the other hand, it will explore the participation of the public, private and non-profit organizations for the Festival and what is the impact. Finally, the focus of the research is on what elements of the Festival can be managed and whether it has produced benefits. The results of the study can be used not only as a reference for future development of festivals but recommendations and for policy development.
