Under this circumstance, offshore wind becomes the spotlight of the energy policy. The experience of NEPI, NEPII, and energy communication platform gave us a lesson, and it’s important for offshore wind power policy to know if Office of Energy and Carbon Reduction (OECR) can develop its function in the agenda. This study with multiple streams perspective analyzes the particular incidents in offshore wind power agenda, providing the suggestions to OECR that guides the offshore wind issue. Through document analysis, it not only explores the concept of multiple streams but arranges the context of offshore wind issue. In term of theory, this study reversely infers the multiple streams, discovering its core concept which is “communication”. Besides, this study also exposes political window’s feature, such as dominant political power and shortage of communication. Thus, political window will be set as examining framework to analyze practical incident. Through the analysis, the results point out offshore wind power policy is belonged to political window type. OECR, which communicates with participants and makes policy coordination, has already corresponded to the ideal imagine that the scholars portray, and it also develops the function. However, the phenomena of political window in agenda clearly point out this issue lack communication. The reason is OECR has equipped the ability of communication, but OECR can’t communicate with each participant deeply. Therefore, OECR should focus on the degree of communication to adjust its working type in the future.
