Nowadays, the public has gradually paid attention to the food safety problem, and whether the pesticide residues of various crops meet the safety requirements has become the focus of the public and the media, which is also directly related to the quality of pesticide sales practitioners. However, competent pesticide management personnel must not only have good knowledge of the mechanism of action of commercially available finished pesticides, entomology, plant pathology and crop biochemical theory, but also have good communication and teaching capabilities with farmers in order to have the pest control capabilities. In turn, professional methods can be used to guide farmers in the prevention and control of regional crop pests and diseases, so as to minimize crop pesticide residues. Therefore, how to construct the index of professional ability of pesticide sales of practitioners has become the main research motivation of this study.
In addition, with the possession of pesticide management personnel certificates, it is necessary to participate in the “Pesticide Management Personnel Rehearsal Workshop” handled by the counties and municipalities every year. Changhua County holds the certificate of pesticide management personnel’s ranked second in Taiwan as the agricultural county, this lead us to an important issue and challenge in terms how to improve the professional level of pesticide sales practitioners.
This study first discusses the current regulatory process of domestic
pesticide management personnel in-service education and training, and then uses the secondary data analysis method to conduct a questionnaire survey and investigate the Changhua County certified personnel after participating in the "107 Annual Pesticide Management Rehearsal Workshop". The data was analyzed to collect the basic feedbacks and the post-training effect responses, and to understand the differences between the training needs of the trainees and the actual status of the on-the-job training. However, the current curriculum of the pesticide management personnel is arranged by the local governments, and the gap between the needs of the participants and curriculum is too large to assess the effectiveness of training.
Therefore, this study proposes the connotation of the professional competence index of pesticide management personnel by integrating the relevant on-the-job training literature, and finally establishes the weight system of the professional competence index of pesticide management personnel by using the Analysis Hierarchical Process (AHP), so as to contribute the pesticide management personnel of local government in terms of training planning
