The formation of dual-earner family has rapidly expanded the market demand for after-school care and childcare. For this reason, the Ministry of Education has promoted the services of after-school care for school children since 2003. The school children are given guidance and care during after-school under the faculty, safe environments, equipments and perfect mechanism. How to improve the service quality of after-school care currently? Students could learn the foundational ability in a free and happy atmosphere, and then cultivate the habit of self-learning. Parents could trust the after-school care of the school for children without any worries. This is the topic what the study will discuss. This study takes the Hedong Elementary School in Changhua County, as an example to explore how to improve the service quality in the classes of after-school care. The research methods are implemented through literature analysis, in-depth interviews with experts and Delphi Technique. The questionnaire design is based on the PZB service quality concept model. In order to cover whole the four directions of the organization, environment, teaching and marketing, it includes the semi-open experts’ questionnaire, the three times of Delphi Technique expert questionnaire statistics, analysis, and several interviews with 20 experts and scholars and Delphi Technique questionnaire. Finally, the original twenty-four sub-topics are concentrated to be 10 critical success factors, and the references the experts and scholars’ recommendation. We expect that the conclusion of this study would be used to prompt the service quality of after-school care for school children in elementary school.
