Since the end of the Gulf War in 1992, the PLA has tried to develop joint operation capabilities. And it didn’t establish the initial integrated joint operation theory until Hu Jintao period. However, in the process of developing integrated joint operation capabilities, there are problems with insufficient integration of C4ISR systems and decentralized new-domain-forces. The two issues motivated the PLA to promote military reform at the end of 2015, and created the Strategic Support Force for resolving the obstacles to its integrated joint operation capabilities. Therefore, this study analyzes the organizational structure of the Strategic Support Force to determine whether it has the ability to support the PLAs joint operations. The results of the study show that the Strategic Support Forces have gradually participated in the PLAs various exercises, but there are lacks of personnel and hardware construction. And these factors will affect the capabilities of the Strategic Support Force.
