In addition to posing a direct threat to Taiwan, it has also im-pacted regional security and stability. The CCP has never given up its military force to commit crimes. The military threats and strategic be-havior against Taiwan have received attention and are explained through various analytical channels. The CCP claims to be a peace-loving, "king-ly" thought of benevolence and righteousness, and to implement a defen-sive national defense policy, which is different from the strategic behav-ior of the United States and other Western powers. This paper analyzes the CCP's strategic behavior toward Taiwan and discusses the CCP's succes-sive leaders in implementing the strategy of peaceful reunification against Taiwan, such as Deng Xiaoping and Jiang Zemin, from the perspective of strategic culture, the concept of war, the understanding of cross-strait sit-uation and strategic goals and means. Hu Jintao's strategy and behavior toward Taiwan analyzes the continuation and change of Xi Jinping's strategy toward Taiwan.
