In response to 17 global indicators(Sustainable Development Goals, SDGs), and studies on the direction of green soil improvement research by using of fly ash from coal-fired power plants and slag from steelmaking in steelworks as green improvement materials. Besides, comparing with lime and cement used in traditional soil improvement, assessing the bearing capacity and soil liquefaction potential of soil improvement. This study analyzed the literature by using soft soil in Suao Town, Yilan County as an improved substrate. Discussion on soil improvement benefits based on soil general physical, mechanical and microscopic properties. The first stage of the experiment is to explore the nature and classification of soft soil in Suao Town, Yilan County; the second stage is to explore the engineering properties of soft soil improvement, modified the nature soil mass by replacing 10% of cement, 6% of lime, 6% of lime with 20% of fly ash and 6% lime with 20% of slag; the third stage is based on the results of the first stage, exploring the soil bearing capacity of soft soil improvement and soil liquefaction potential by the relationship of SPT-N value with uniaxial compressive strength, construction department urban road and ancillary engineering design code subgrade requirements, soil liquefaction BS method. The research results show that the soil in Suao Town, Yilan County is a low plastic clay (CL). Under the 28 days, using the method of cement, lime/fly ash and lime/slag can improve the soft to medium. However, the requirements for subgrade soil in the design code for urban roads and ancillary works of the Buildings Department have not yet been met. On the soil liquefaction potential assessment, the soil liquefaction potential of Suao Town, Yilan County is moderate liquefaction, reduced liquefaction potential after improvement in each ratio.
